Maximum streght with minimal hypertrophy

Like the topic said, I want to know if it's possible to reach the maximum strenght that your genetics can allow without increasing in size or at least minimum hypertrophy as possible.

Of course, it works. I've been cutting for the last 4 months and gained alot of strength by stretchin the cycle to the utmost and by using very heavy weights (RM3). I used max stim and clustering to get my reps in. Although I was in a caloric deficite I've gotten stronger and stronger while loosing weight.
