Increase strength but not size

Hi,
I have a friend that just started his HST program, but has some worries about getting more mass on his legs. He has very strong legs for a person that have no previous weight training and wants to have them stronger, but not bigger.
So my question is: what is the best way of doing the leg excersises in conjunction with the rest of the program being normal HST with optimal muscle growth?

some would say decrease frequency...

but it's not possible to get stronger and not bigger (on long term) because the cross section are is proportional to the strength of a muscle.

so you may gain a little bit of strength via a better neuro efficiency but you won't be able to get much stronger without getting bigger.
 
Thanks, that makes sense. I will just advise him to train his upper body and skip the legs if needed.
