How do I maintain intensity?

I'm just starting HST. I have a question. When you're in the beginning workouts of each of the specific training blocks (15s, 10s, 5s), how to do you adequately train the muscle in each exercise if you are using a weight that is far below your previously established max?
For example, my 10 rep max for the bench press is 225. So on the first workout of the 2 week block, I'd be using 200 for 10 reps. I should be able to achieve 10 reps too easily I think.
Should I slow the tempo down to fail at 10, or just use a regular tempo and stop at 10? It just seems that the latter would not produce enough significant volume.
Can someone please advise on how to go about handling reps in the early phases of each 2 week rep block.

Sub-maximal workouts

I find it helps to start each mircocycle with a "light" day after just competing your RM.

I use a 202 tempo (2 sec up, 2 sec down) try to feel it in the muscle and not to failure.
